It is hardly appropriate to concretise in this paragraph, what the
form of such support should be according to our opinion. We could only
say that the development of program of such support (a purposeful, com­
plex and co-ordinated) is a matter brooking no delay.

In conclusion, let’s mention several measures, which are be desira­
ble to be included into the recommended programme:

1. To hasten the progress of theoretical and experimental research
works in the science of expertise being formed.

2. To form a legal support for the expertise. It means that we should
develop and approve a series of documents on the expertise, including
«Law about the bases of expert activity in Russian Federation», «Statute
of Expertise», «Statute of stimulating persons participating in exper­
tise», «Statute of expert’s status», in while fixing in them his high posi­
tion, rights and obligations, degree of responsibility for his conclusions,
«Methodical recommendations». In addition, this series of documents
should reflect not only a specific character of one or another branch as it
is was made when developing it separately for Ministries, but to reveal
that is characteristic to expertise in general (that is a genus-kind ap­
proach).

3. To elaborate a hierarchical structure (like a tree) of the basic con­
cepts in the expertology and to co-ordinate logically definitions of the
basic terms, related to this problematic among themselves.

4. To form an organizational order, which can interest four main
subjects of expertology in thorough and honest work to a maximum ex­
tent. Particularly in this end of view may use material, moral and psycho­
logical stimuli.

5. To diversify the sphere of the scientific and methodical support of
the expertise and depersonalize its financing (in order to implement the
principle of independence).

6. To elaborate the measures which would allow breaking a socio­
psychological orientation at a ritual character of the expertise, first of all,
for its customers and experts.

7. To promote the organization of both the All-Russian and interna­
tional conferences, permanent seminars in the sphere of the science on
expertise.
